Reporting to: Somaliland Area Manager

Duty station:Hargeisa and rural areas when necessary

Level: Grade 3

Start of Contract & Duration:  Jan-Dec 2014

Background

The Danish Refugee Council (DRC) Somaliland office was established in 1997 and has been providing relief and development services since then. Using protection of human rights framework, DRC has mainly focused on displacement. Projects that DRC implements in Somaliland include Protection and Advocacy, Livelihood, NFI distribution, water and sanitation as well as non-operational regional-wide initiatives, focusing on advocacy and capacity building. This Somaliland office runs FOUR Sub–Offices: Salahley, Ainabo, El-afweyn, Lasanood and Faraweyne office.


Purpose:

This position manages the Logistics, Procurement and Security Team. The purpose of this position is to ensure that DRC projects receive logistics and procurement support in a timely and efficient manner, and that this is done in accordance with DRC policies and procedures.  Furthermore, the security systems and procedures are applied and continually improved. This position ensures that the Area Manager remains informed of issues and developments relating to the team’s areas of responsibility.

Key Responsibilities

· Coordinate all procurement and logistical support

· Together with the Area Manager and Regional Security Staff coordinate all safety and security issues

· Provide supportive supervision to the Logistics and Procurement Team, including the direct supervision of the following staff:

1. Logistics and Procurement staff

2. Security Focal Point AND Watchmen

3. Drivers and Storekeeper

4. IT officer

· Provide on-the-job-training on logistic and security management at all field sites during regular visits

· Ensure that the Team’s is managed for success, and that performance is monitored, that they have clear objectives, and that they are regularly appraised.

· Manage the day-to-day activities of the Team.

· Recommend and implement improvements for the support of DRC projects.

LOGISTICS/PROCUREMENT:

· Oversee the procurement of goods and services, and ensures that all procurement is done in accordance with DRC policy and procedures.

· Oversee the management of DRC’s vehicle fleet and warehouse in accordance with DRC policy and procedures.

· Ensure that DRC builds and maintains long-term relationships with external parties related to logistics and procurement, such as suppliers and contractors.

· Ensure regular updates are presented to the Area Manager on status of procurements, procurement plans, inventory lists, and other reports as requested.

· Identify resource requirements and estimate of costs for budgetary purposes.

· Coordinate and control the procurement cycle and associated information systems.

· Estimate capacity issues and recommend ways and means to improve it which is in line with the DRC principles of “best value for the money.”

· Assess the performance of the logistic and procurement systems and make recommendations for improvements.

· Develop the support cost plan for Hargeisa and field officer and update it quarterly.

SECURITY

· Ensure adherence of DRC’s Safety and Security Guidelines at all locations

· Ensure existence of up-to-date safety and security plans for each location and for the overall presence of DRC in Somaliland

· Monitor and evaluate safety and security situation and ensure adjustment of plans if and whenever necessary

· Ensure work procedures and control measures in each location aiming at a maximum safe working environment

Selection criteria

1. University Degree in Logistics or similar qualifications

2. Minimum four (4) years logistics and procurement experience in an international agency.

3. Excellent written and spoken English is essential

4. A high level of independence is a must

5. Energetic and able to work independently with high sense of responsibility

6. Demonstrated ability to develop and maintain effective work relationships with counterparts.

7. Excellent organizational, planning and time management skills

8. Good interpersonal skills; ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

9. High level of integrity and able to maintain confidentiality

10. Willingness to maintain flexibility in working hours

11. High competence in handling situations with tact and diplomacy

12. Ability and willingness to travel to field sites as needed

13. Good command of computer programs and applications with significant capabilities in computerized database and spreadsheet construction, and their practical application.
